Add requirements.txt for the Python runtime dependencies

The repo had no dependency manifest, so reproducing the analysis venv meant
reading imports by hand. Pin the two packages the code actually imports (kuzu,
redis) and note where the heavy tools and the planned Chroma dep are tracked.

+# Install into the analysis venv (/opt/cyclops-venv on the forge box):
+# pip install -r requirements.txt
+#
+# Only packages the code actually imports are pinned here. Versions track the
+# "Tooling reality" section in README.md. The heavy static-analysis and fuzzing
+# tools (Joern, CodeQL, Semgrep, AFL++, clang/ASan) are system or venv-bin
+# installs invoked via subprocess, not importable deps, so they live in README,
+# not here.

+kuzu>=0.11,<0.12 # embedded graph store for the memory layer (memory/memory.py)
+redis>=5.0 # client for the Redis working-memory queue/cache (memory/memory.py)

+# The Chroma semantic-recall pillar is described in README but not yet imported
+# in code. Add `chromadb` here once memory/ wires it up, so this file keeps
+# matching what the code actually loads.
